Grass Carp Committee
- Background
- Panther Lake had a representative at our last meeting
- Garnered interest among members; committee to be formed
- Dave D will lead initiative
- In touch with DEC
- Ian Blackburn, in charge of Kasaog area
- Study done ~13-15 years ago; results: DEC will never allow grass carp in the lake due to amount of wetlands surrounding Kasoag Lake
- In 2026, DEC plans to continue the policy that states public waters over 5 acres are not permitted to introduce grass carp into the ecosystem. Dave will check back in with DEC early in 2026 to verify no changes to the policy have been made and will report back to KLCA in May.
- Lynne expressed her disagreement to introducing carp after learning more about the impacts.
- Gary K brought up an article he read that pointed to increased algae growth with the introduction of grass carp.
- Michele W pointed to likelihood of stirring up of phosphates in the bottom of the lake that may encourage algae growth
- Jack L pointed out that Panther Lake has turned into a “desert”
- Tad K pointed to Green Pond as an additional example.

- Plans for a committee have been tabled; Dave will follow-up next year
Invasive Species Disposal Station
- Small, simple box to collect weeds, bait fish; not a wash station
- Michele W – downside is that some people use these boxes for trash; may need volunteers to monitor and remove trash periodically

- Evaluate potential locations (tavern, town property – Little Library)
- Look for donated materials and volunteer labor to construct

NYSFOLA Conference
- A very informative meeting

- First speaker talked about aquatic plants, good and bad.
- Plants filter impurities, improve water clarity, reduce algae, increase oxygen, provide habitat for fish and other wildlife.
- Second presentation was on the super-powers of our wetlands.
- Wildlife in our Watersheds
- We have a healthy mix of wildlife in Kasoag, although we did not share the speaker’s enthusiasm for BEAVERS!
- Another excellent presentation was on the NYSDEC wetlands permit process
- “Everything is a wetland, everyone needs a permit, we’ll all die of old age waiting for approval.”
- Everything in the presentation was aligned with what our ProcellaCOR applicator had told us.
2026 Treatment
- ProcellaCOR was approved by members at the August meeting
- Split into 2 contracts with applicator
- Grants not available for contracts already signed
- Contract 1 signed for permitting; Contract 2 signing – for balance – will be delayed until more confident in grant availability
- Grant is still possible, Kasoag is a good candidate but not guaranteed
- Either way, we will proceed
Pine Grove Road Public Access
- Stairs installed
Duck Race
- Another successful and fun event; we made about $400
- Thank you to all who made it a success
2026 Dues
- Proposal: Minimal increase to cover the cost of mailing window clings to members – $27-28
- Members agreed to increase to $30
- Change does not require a vote
