- Secretary’s Report
- Correction to August Meeting Minutes sent to members: Don H. not Dan H., re: Jet Skis
- Beth L.: Pine Grove Public Access
- Is in meeting minutes as a Town issue not Association issue. If it was on the agenda as a concern, that makes it an Association issue. Had member known the Association would be represented at the Town Meeting to voice concerns, member would have requested further discussion at the August meeting.
- Lauren G., Kelly M. recalled that Association attendance at the August 14th Town Board meeting was discussed and included as an open discussion item.
- Later review of August minutes shows the following:
There is a private dock at the public access site on Pine Grove Road. There is a question of whether this is permissible, as is [SIC] limits public access. It is town property and a town issue to resolve. Lynne B. stated “there is a town board meeting August 14th, I will be attending and voicing my concern.”

- Grant Status/Lake Study
- No activity on the lake study or Go Monkey survey; Lynne requested to receive update prior to meeting, did not receive.
- Lynne will include update on the lake study (Ex: schedule of deliverables – rake toss data, date for lake management plan) either in email with meeting minutes or in a later email, depending on timing.
- Do not anticipate receiving results of study until end of 2024 or early 2025.
- No paid/pending bills or reimbursements for the grant; Lynne submitted Sept Quarterly report submitted to DEC for period ending 8/31, which is a requirement for the grant.
- Lake District
- Quarterly report is due for the period ending September 30. Annual budget will be submitted to the town. 2025 request is $20,000.
- 2024 we used all $20k + some due to the ~$3k for the lake study, which is not an annual expense.
- 2025 we will be paying for 2025 insurance and paying for 2026 insurance.
- Goal going forward: have enough funds to pay for the lake treatment and the following year’s insurance payment.

- 2025 Herbicide Treatment
- Recommend to proceed with Flumigard at $15,650 from A-Tip.
- +$650 from last year; increase is long-time coming.
- May need a wetlands permit due to new DEC regulations effective January 2025. A-Tip offered to obtain that permit, will cost an additional $1,000. Lynne will try to negotiate the process herself to save money.
- Process likely will take 6-9 months
- Theresa – DEC has open comments currently for citizens to voice their thoughts and concerns; Lynne will send link with minutes.
- Need a vote to approve treatment and wetlands permit by A-Tip for $16,650 + $1,000 (if necessary) for 2025.
- Motion to approve Flumigard expense and A-tip wetlands permit expense: Jack L., Second: Gary K.; approved by members
- Recommend to proceed with Flumigard at $15,650 from A-Tip.
- Pine Grove Public Access
- Discussed at Town Board meeting in August. Town said that the dock was built on Town Property and it had to be removed. Concerned with public access and liability; town ordered it to be removed. Ralph S. requested that the public access be improved for kayaks and small boats, currently not conducive for easy water access. Town met with Pine Grove residents to discuss options and plan to install a staircase and small boat ramp/launch.
- Chris and Robin G. were concerned that they did not receive notice of meeting; Lynne affirmed that she sent email to both household emails. Not posted on board because this was for Pine Grove Rd residents.
- Wall cannot be removed due to slope and erosion issues.
- Jay B. attended the last town meeting and noted that the cost for the fabrication of metal stairs for this access site was approved by the town.

- Temporary Culvert Repair
- Town has continued to press DEC for a permit with no luck; will continue to work with DEC on permit for permanent fix.
- Town, concerned with vehicle safety, put a “cuff” over the top of the culvert, where the joint is failing. Took one day. No disruption to traffic, water level. This is a temporary fix.
- Ban on personal watercraft discussion
- How did we get here?
- Don H. noted in July that every time a jet ski appears on the lake, he gets phone calls asking about legality and removal. Per Don, jet skis are allowed on the lake, but we could ask the town to implement a ban.
- Brief discussion in July; Lynne brought researched information to the August meeting.
- Easy to impose a ban on personal watercraft, if members were in favor; estimated ~$1500. Since the August meeting, Lynne talked to the town attorney, new estimate at $350-$500.
- Decision tabled to September meeting due to low turnout at meeting.
- Lynne spoke with the jet ski owner; he is concerned with a ban, tries to be considerate and understands it is loud.
- Lauren G. – public lake; don’t like them but don’t think they should be banned; pontoon boats zip by with and without tubes; agree they should follow the law; don’t think that we should be banning because other smaller boats are on the lake as well.
- Beth L. – slippery slope concern for universal ban, this could open the door to other watercraft being banned if people “don’t like them.”
- Lynne – just as FYI, the section of the law that would be attached to this ban, would be very specific to small motorized watercraft
- A lot can be accomplished by simply having conversations
- Gary K. – If we start banning jet skis, will it lead to a HP limit
- Linda B. – Does the association have to vote for this or other bans? Is it a slippery slope if the membership will have to vote on other [hypothetical] bans, since we’re isolating this particular watercraft? How much of a concern is it really if we’re having this much trouble simply agreeing on this specific ban.
- Member – It’s just one [jet ski] right now, it could be a problem later on
- Beth Lipari – it would be a bigger issue if the public was coming to the lake and consistently using jet skis here.
- Member – others noted that some members of public have come here but generally don’t return because it’s not fun to use them on the lake.
- Kim H./Jay G. – we’ve seen a few members from the public come on the lake through Shingle Mill Creek and they create a significant wake, but also tend to not come back
- Jay B. – Should we vote on putting up 5 mph signs at launch points, Shingle Mill Creek, and in other “tight” spots.
- Offered that if it became a problem he would be willing to put signs up at his ramp saying that jet skis were not permitted to launch from his private ramp.
- Member – Loves seeing people having fun; seems nitpicky. Will they come after Jay’s snowmobile or 4-wheeler events?

- Might need 5-10 signs
- Would we need resident permission to put signs on properties?

- Include the why – shoreline erosion
- Process to implement ban- Petition that would go through all waterfront members to strengthen position with the town; not required by town, but Lynne would like to do this to ensure that there is enough support to proceed. Notice would go in the local paper.
- Lynne will report back to Dave D., jet ski owner, on discussion points and will send boating regulations (5 mph within 100’ of shore line)
- Anyone not in favor of signs? No; no vote needed as expense would be under $1000
- Decision to table the issue until it is raised by members.
