Meeting started at 10:06 AM; called to order by Lynne Belokopitsky.
Secretary’s report was unavailable but minutes were made available on the website. Motion
made by Bob Thompson to approve. Seconded by Brenda Hyatt.
Treasurer’s report read by Kelly Merrill, motion to approve made by Ed Googen, seconded by
Jay Grasso.
Review of new officers and announcement of board members – Mary Augustus, Nick
Belokopitsky, Jay Bergen.
Water Chestnuts had been successfully removed from First Lake by a work party. It was
announced that the water chestnuts would need to be removed yearly. Request made by a
member to post a picture of them on Facebook and via email.
Finances – discussed was the additional $1000 for attorney fees, whether there would be
enough money for next years weed treatment (contract needs to be signed in January 2024),
$379 from bottles and cans donations. Jay Bergin stated he had ideas/plans for fund raising.
Grants – Jay Grasso offered his staff services to fill out grants. We can apply for 2 grants and
have selected Track 1 Planning/ Management which will cover a Lake Study and Track 2 Invasive
Species Control which will pay for a treatment. Thank you Jay, for generously donating your
professional services.
Suggestion was made to have another Lake Study done to identify invasive weeds, the last one
was done in 2013.
Reminder of Public Hearing for the ‘Lake District’ on Wednesday September 13 th at 6:30pm.

Green Pond access – Lynne spoke with ECO Zach Brown at DEC who stated that Green Pond is
considered private property. It’s not “navigable water” because you cannot navigate to
additional public water through it, since it dead-ends and is completely surrounded by private
land. There were conflicting reports from others who stated they had also spoken with the
DEC. Jay confirmed he had a similar conversation with ECO Brown. Lynne indicated that the
KLCA would not dispute the DEC decision. Jay Bergin recommended others call Zach Brown at
the DEC with any further questions (DEC phone # 315-200-2111).
